About the CEDS
The North Central Pennsylvania Regional Planning and Development Commission is in the process of creating a new Comprehensive Economic Development Strategy (CEDS) for 2026–2030. According to the U.S. Economic Development Administration (EDA), a CEDS is a strategy-driven plan for regional economic development, and is the result of a regionally-owned planning process designed to build capacity and guide the economic prosperity and resiliency of an area or region. In simpler terms, the CEDS guides the economic development priorities, projects, and investments in our region over the next five years.

Our draft 2026–2030 CEDS is open for public comment! Whether you live, work, or do business in our region, we’d love to hear your thoughts. Feedback received during the 30-day public comment period (ending May 13, 2026) will be documented and addressed in the final version of the plan.

North Central Planning and Development Commission is a Pennsylvania nonprofit corporation and designated as a 501a (c)(3) organization under the Internal Revenue Code (IRS). North Central is identified as a premier regional development organization that delivers a wide range of economic, community, infrastructure, human services, and technology programs for Cameron, Clearfield, Elk, Jefferson, McKean, and Potter Counties.
North Central is a multi-faceted regional resource that employs a talented and committed staff to navigate complex state and federal programs, which generate considerable benefit to the area’s community and economic development, human services, infrastructure and information technology.
