To ensure that the CEDS remains an effective and actionable strategy, North Central Pennsylvania will implement an ongoing evaluation process that measures progress, tracks outcomes, and informs future decision-making. The evaluation process promotes accountability, transparency, and the ability to respond to changing economic conditions and emerging opportunities.

CEDS Committee Oversight

The CEDS Committee will guide the evaluation process and monitor progress toward regional goals. The committee, which includes representatives from local governments, private industry, workforce organizations, education, and community institutions, will meet periodically to review progress toward CEDS goals and priorities. During these meetings, the committee will review performance indicators, discuss project implementation progress, and identify emerging economic issues or opportunities that may require adjustments to regional strategies.

This approach ensures that the CEDS remains a living document that evolves with regional conditions and opportunities. The following performance indicators align with the CEDS strategic goals and provide measurable benchmarks for tracking.

Data & Performance Tracking

North Central Pennsylvania will utilize regional data sources and analytical tools to track economic indicators and support data-driven decision-making.

These may include publicly available economic and demographic data from sources such as the U.S. Census Bureau, StatsAmerica, the Bureau of Labor Statistics, state economic development agencies, and partner reporting systems such as the PA Six workforce platform. Where possible, regional dashboards and data visualization tools may also be used to present economic data in formats accessible to stakeholders and community members.

Annual review & Reporting

North Central Pennsylvania will conduct an annual review of the CEDS to evaluate progress on the Action Plan and adjust regional priorities as necessary. This review process will include:

  • Reviewing progress on Action Plan initiatives
  • Evaluating economic and demographic trends affecting the region
  • Updating regional data and performance indicators
  • Identifying new economic development opportunities or challenges
  • Updating the regional project list and investment priorities

Findings from the annual review will be shared with regional stakeholders and will inform adjustments to the CEDS implementation strategy.
