TURNING INSIGHTS INTO ACTION

The Action Plan translates the goals and priorities into specific steps for how regional partners will advance the strategies and initiatives needed move the region toward its Vision and Mission.

Recognizing the scale and rural character of the North Central Pennsylvania region, the Action Plan supports coordinated implementation across multiple sectors, including economic development, workforce development, infrastructure investment, transportation and mobility, healthcare access, housing, technology adoption, and quality-of-life and outdoor recreation improvements.

The Action Plan is organized around the region’s strategic priorities and includes short-, mid-, and long-term actions that reflect both immediate needs and long-range economic goals.

Short-term

Focus on building momentum through initiatives that can be implemented quickly and strengthen the region’s economic foundation.

Mid-term

Concentrate on expanding capacity, strengthening partnerships, and advancing projects that require additional planning or coordination.

Long-term

Support transformational initiatives that will position the region for sustained economic growth and resilience over the next decade.

Potential partners

The Action Plan identifies potential partners to highlight opportunities for collaboration, reinforce shared ownership, and ensure implementation reflects regional priorities rather than isolated local efforts.

These partners may include:

  • Local Governments
  • Regional Development Organizations
  • Workforce Development Agencies
  • Educational Institutions
  • Healthcare Providers
  • Industry Leaders
  • State and Federal Agencies
  • Nonprofit Organizations

By identifying partners early in the planning process, the region can better coordinate efforts, align funding opportunities, and pursue initiatives with the greatest potential for regional impact.

The Action Plan serves as a living framework…

It will guide regional economic development efforts while remaining flexible enough to respond to changing economic conditions. 

As new projects are identified and implemented, the Action Plan will continue to evolve through ongoing collaboration among regional partners and regular updates to the CEDS process.

Coordinated investments

Through the implementation of this Strategic Direction and Action Plan, North Central Pennsylvania seeks to move beyond isolated projects and instead pursue coordinated investments that strengthen the region’s economic base, support business and workforce growth, enhance infrastructure and mobility, and improve the quality of life that attracts and retains residents and businesses across the six-county region.
